What the signals mean
Each signal is a fact FMCSA published, with a date, and maps to one reason code in the published verdict rules. None of them alleges fraud about a named company; together they describe where the conditions that precede double brokering and identity theft are concentrated.
Revocation pendingFMCSA has served a revocation order on the carrier's authority and the effective date has not arrived. The carrier can still be tendered a load today and lose authority before delivery. Reason code AUTHORITY_REVOCATION_PENDING; CAUTION.

Among states with at least 2,000 active carriers, the highest share with a revocation pending: New Jersey (6.4%), Florida (5.5%), California (5.5%), North Carolina (5.1%), Nevada (5.0%). The highest share of a phone with a revoked carrier: Wisconsin (1.26%), Utah (1.25%), North Dakota (1.24%), Louisiana (1.22%), New Jersey (1.21%). Every state links to its carrier directory.

Method
CarrierScrub rebuilds its dataset every week from FMCSA's operating-authority, insurance and census open data (data.transportation.gov). This report counts, over every carrier holding active carrier authority in the 9 September 2026 build, the signals its verdict engine derives from those filings. "Active" excludes registrations with no current authority and excludes broker-only authority. Contact matching compares the telephone number on the carrier's registration; a shared number is a shared number, not a finding about intent.
Not included, because CarrierScrub does not ingest them yet: FMCSA safety ratings, out-of-service orders, crash history and BASIC percentiles. Nothing here is estimated; a carrier with no filed or required insurance amount on record is counted as "coverage not determinable", not as under-insured.
