Of the 379,060 carriers holding active FMCSA operating authority in FMCSA's legacy files, which FMCSA last updated on 14 May 2026 (ingested 9 September 2026), 13,951 (3.7%) have a revocation order served but not yet in effect, 3,528 (0.93%) share a telephone number with a carrier whose authority was revoked, and 472 registered new authority at a revoked carrier's contact details under a different name -- 99 of them within 30 days of the revocation.

Corrected 14 September 2026. This report first dated these counts 9 September 2026, the day CarrierScrub ingested the data. FMCSA stopped updating the authority, insurance and revocation files they come from on 14 May 2026, so the counts describe carriers' records as of that date. Telephone numbers come from FMCSA's census, which is current to 9 September. CarrierScrub now uses FMCSA's current Motus records wherever FMCSA has one, and the next report will too.
Newer, from Motus:FMCSA authority activity in Q3 2026 counts the quarter's grants, suspensions and reinstatements from FMCSA's current records. Its figures are not comparable with this report's, which come from the frozen legacy files.

What the signals mean
Each signal is a fact FMCSA published, with a date, and maps to one reason code in the published verdict rules. None of them alleges fraud about a named company; together they describe where the conditions that precede double brokering and identity theft are concentrated.
Revocation pendingFMCSA has served a revocation order on the carrier's authority and the effective date has not arrived. The carrier can still be tendered a load today and lose authority before delivery. Reason code AUTHORITY_REVOCATION_PENDING; CAUTION.

Among states with at least 2,000 active carriers, the highest share with a revocation pending: New Jersey (6.4%), Florida (5.5%), California (5.5%), North Carolina (5.1%), Nevada (5.0%). The highest share of a phone with a revoked carrier: Wisconsin (1.26%), Utah (1.25%), North Dakota (1.24%), Louisiana (1.22%), New Jersey (1.21%). Every state links to its carrier directory.

Method
CarrierScrub rebuilds its dataset every week from FMCSA's operating-authority, insurance and census open data (data.transportation.gov). This report counts, over every carrier holding active carrier authority in the 9 September 2026 build (whose authority, insurance and revocation files FMCSA last updated on 14 May 2026), the signals its verdict engine derives from those filings. "Active" excludes registrations with no current authority and excludes broker-only authority. Contact matching compares the telephone number on the carrier's registration; a shared number is a shared number, not a finding about intent.
Not included, because CarrierScrub does not ingest them yet: FMCSA safety ratings, out-of-service orders, crash history and BASIC percentiles. Nothing here is estimated; a carrier with no filed or required insurance amount on record is counted as "coverage not determinable", not as under-insured.
